Frost Blades Of The Katabasis's Chilled Ground Does Not Affect Totems and Stygian Spires

The post's title is all that is about this. Frost Blade's Cold DoT Ground does not affect Stygian Spires or Totems of all forms. Im sure there are some other types of enemies that it does not work currently.
