Relic Altar not working

It says Aiding an Archivist quest is complete. However the relic Altar is blocked. I refreshed the ossuary but I couldn't find Frobidden Tome to unlock Relic Altar. (I remember I pressed redo sanctum button right after I unlocked the relic altar)

The quest tome is given only once; for the next run you need to find or buy a new tome.
