Chronomancer Portal effect's hourglass has lower FPS

The framerate of the hourglass turning animation on the Chronomancer Portal effect is noticeably lower than the framerate of the portal effect surrounding it. This is rather distracting and makes the portal effect feel bad to look at, which isn't really what you'd want from something you got as part of a $240 supporter pack. Game is running with a cap of 165Hz when this bug manifests, but may manifest at lower framerates. I am unable to confirm for how long this behavior has existed beyond since at least September when it was mentioned in another thread in the Bug Reports section as an aside.
