Bug Reports (Path of Exile 1) - At any NPC can't trade shield charge level 20 + gcp for lvl 1 with 20 quality - Forum

Instead of giving me a lvl 1 and 20 quality gem it gives me scroll fragment. Read the patch notes, use forum search " The vendor recipe for turning a Level 20 Gem into a 20% Quality Level 1 version of that Gem no longer works with Skill Gems, as the benefit Quality provides to damage dealing Skills is now more powerful.
