Ultimatum bit overtuned?

I'd be genuinely shocked if all of the elemental things didn't do partial chaos conversion or have built in penetration. They have to, really. You probably haven't thought about this because you're playing a real build, but if the damage didn't have any pen it's obvious that people would be running extreme abuse case builds with 90/90/90/CI resists, maxblock, Aegis Aurora, and a hundred thousand armor to farm mirrors with literally zero dps because 2 of the 4 Ultimatum types don't require players to attack at all.
We literally just had a league where everyone complained the entire time about cheese builds farming all the currency. Do you honestly want more of that? |

i did the league mech before doing the ultimatum...apparently that was the issue. the mods stack or whatever
