"Tinctures applied to you have 75% increased effect per empty flask slot" is not working

My tincture's effect of "Killing blows against rare monsters have a 30% chance to grant one of their modifiers for 60 seconds" that both chance or seconds do not increased by flask empty slot.

Have you checked this, or is the description on the tincture simply not changing? These things usually don't change dynamically.
