Tincture not applying

I am having the issue not being able to apply the tincture to my weapon or when I have it in my belt it does not give the affixes its says its supposed to give. I have the ascendancy applied and it doesn't even work when I have it equipped in my belt and I can't right click it to apply it to my weapon.

The tincture is activated by right clicking when it is in the flask slot and with the Coated blade skill selected, and it appears with a green-red frame. The tincture effect only applies to weapon attacks.
