Lacerate of Butchering and Replica Wings of Entropy

It's a 2 hand axe that also 'counts as dual wielding'. The passive 'Wrecking Ball' that gives damage and attack speed with 2 hand weapons affects my attack with this weapon on, yet I can't use Lacerate of Butchering and I'm guessing it's because it reads that it requires a 2 hand axe.

So is this a bug? Some things affect the 2 hand axe portion, while others for some reason don't?
