Crazy stuttering just started?

My game started stuttering like crazy, constant stuttering, then longer freezes also constantly. I checked my ping, it was bad. Flxuating a kit. Then I tried other servers, still have this issue. I tried turning down PC, and all routers for a couple of minutes, still a problem. But now it doesn't show that ping is fluxiating that much before, but I still have huge stuttering. Was fine all other days, and earlier on today. Just logged back in, and now it is fucked. :( Is fine in other games, tried a game of Rocket League, no issues there. But I want to play POE, but I can't. Anyone else with this issue? A fix? I just want to be able to play again, god damn it.

I tried turning off pc and both routers for a while, no fix. Tried uninstalling gamebar on Windows and Geforce Experience. No fix.

Did you find a solution? I am plagued with stuttering issues and have tried every thing I can google and seemingly nothing sorts it. My next step is to do a fresh installation of Windows 10 (down from Windows 11) and see if that helps.

Weirdly enough, my significantly less powerful gaming laptop has no such issues.

I am running an 11400F CPU, RX 6800 GPU, and a 3440x1440 165hz monitor. No other game has this stuttering issue (Starfield, Retail WoW, WotLK WoW, Classic WoW, Remnant 2, etc)
