Missing Gemling Legion Quest skill book

Not sure if this is a bug, but I am missing a skill point. I have the Gemling Legion quest complete, but I dont have the skill book and I have not used it yet. '/passives' show the passive point as missing.

There is also no option to get the skill book from Maramoa.
