Wild Strike of extremes

Hello, looks like wild strike of extremes seems buggy , is attack speed dont count bonus attack speed ( Frostblade and wild strike extreme have same base attack speed ) but my frostblade attack faster and scall better.
+ mana cost of this skill as a base : 14 mana 14 life and 14 ES ? is that normal for a lvl 28 lvl 1 skill the mana cost is insane and touch every stats
