Vaal BV gets 50% more damage with Quality

Maybe you want this quality to dwarf all your new Trans-gems, but I'm guessing no. So I'm leaning oversight due to bloat, and hence this report.

Vaal BV has the same quality as default BV. None of the vaal gems inherit Transfigured gem qualities, the same as none of them inherited Heist alt qualities.

quality is link to base skill and probably not affecting vaal version, even they stay in the same gem
