Vaal BV getting 50% more damage from quality seems like an oversight?

Skill doesn't have any 'hit rate' by default, so instead of a serious more multiplier like on BV, the skill just doubles in damage.

quite likely quality does not affect vaal skill, which vaal skill would not get the quality of transfigured version ....
