Do Tinctures Apply to Spells?

I'm curious if Affliction tinctures can be used with spells. Looked up all I could but couldn't find an answer. Tincture effect says "on hit" instead of "on hit with attacks" so I can't tell if that enchantment is global or local to the weapon.

Do tincture effects only apply to attacks?

If a spell hits (i.e. EK) then it should work.
Otherwise it would be "on hit with attacks" as you noted.

I would also like some clarification to this. The only thing that seems to hint that modifiers would only apply to the weapon, (I.E local) is the flavor text. For instance the "Culling Strike" or "All damage can Ignite" are worded as if they apply to all sources and not just "attacks" or "attacks with this weapon".

I would like to highlight that this feature would make or break some builds and would be very nice to have clarified before launch!

Edit : Tinctures only work with what originate from the weapon. A spell like arc would not work with them.
