Forbidden Flesh/Flame, Time of Need not working

I am playing a level 93 Hierophant. I just bought the Forbidden Flame and Forbidden Flesh jewels (both corrupted), both of which allocate Time of Need.

When I place the jewels in my tree, nothing happens - there is no indication Time of Need is actually allocated and there is no icon that appears with my other buffs/aura effects at the top of my screen.

Time of Need is supposed to "Regenerate 100% of your life over 1 second" but during play test, this effect does not trigger (IE after taking several hits and watching my life pool drop, I stand and wait well over 4 seconds and I do not regenerate health).

I've tried placing the jewels in different jewel slots on my tree (which shouldn't matter) but nothing works. What am I doing wrong?

EDIT: Okay maybe it is working after I remove Kaom's Spirit gloves....but my understanding was the jewels counteract the downside of the gloves not regenerating life...

They do not counteract the downside. If you want that, you need the regen mastery where life recovery from regen does not apply.
