Please clarify the change to Ralekesh Impantience before league start.

The wording in the patch notes is not clear if we still get the effects of charges or not.
Logically we could assume its the expected change to prevent free charge generation with boot swapping to spent on skills like discharge. But the wording implies that the intended purpose of generating charges (with the downside of not getting to spent them) has also been removed entirely.
As that would make the boots utterly useless, people are now confused if their builds have been ruined by a overkill nerf to what should have been a simple bug fix or not. Especially with the teased Replica Badge of the Brotherhood, knowing that Ralakesh Impatience can still easily gain you the effects of endurance charges or not is something many would like to know.

basically no more boot swapping for max charges like a few did in sanctum, maybe the effect lingers on bootswap but I doubt that is the case as its a unique mod only on those boots and not global like charges themselves. You can only get the effects of the charges while not moving not the charges themselves so no discharge shenanigans.
My thoughts on Ralakesh's Impatience design and some background. The answer is at the end.

I believe these boots were initially designed to be used by builds that stay stationary while fighting (primarily channeling stuff). But players found a way to benefit from them for every build by staying still to generate charges and swapping the boots before move. Was this trick an intended use of the boots? Moreover the proper use of Ralakesh's boots was uneffective, as charges generated very slowly (a charge per second), and the lose charges when you move downside was unequaly harsh. So they were only served as a tool to generate charges before tough fights.

After a while GGG changed the boots. And I thought they were aimed to solve the issues while keeping the initial idea. I don't know whether this is a technical limitaion, but when you lose a source of + minimum charges, they start ticking down instead of insta expiring (they do insta expiring with Ralakesh's boots only because of the downside stat on them). So they basically made charges generation instant, huge QoL for the trick. Also builds that stay just briefly to cast something (with fast travel time to hit) started also benefit from the boots. Again stationary/channeling gameplay at a disadvantage. Not so long ago, another trick was discovered. More like an abuse this time. Disabled items have not to affect the character, but Ralakesh's boots gives you up to maximum charges every time you swap weapons or enter an area. Discharge builds rejoice.

In 3.23 GGG are changing the boots again. On the one hand they get rid of both tricks, on the other hand they give up with the stationary idea, leaving only the charges thematic. But more importantely, new boots are a pretty niche unqiue now. I wonder if they could just technically fix the abuse with disabled boots.

The wording is clear, it's more like unbelievable for some it seems. The boots don't provide charges anymore. The whole point of "count as smth" is benefiting from something without actually being it. Stats that check whether you have maximum charges will get a positive response. The number of actual charges (and therefore bonuses from them) your character have from this boots is zero.
