I'm thinking of using Minion Instability and Infernal Legion to make tactical nuke zombies rain from the sky. But there are two things that are needed to make that work:
1. Can the zombies take damage while falling?
2. Can the falling speed be modified by projectile speed, minion speed, or some other stat?

Pretty sure those zombies dont have HP nor can take DMG. It looks more like "falling corpse" skill, than summoning actual Zombie.

I'm not convinced that's true. The description speaks of a "zombie minion", which "attacks by falling to the ground". It even has a minion-specific stat on it.
So my interpretation is that this is a normal zombie like the ones you can summon with the standard version of the gem. The question is whether they made the falling one not take damage and if the fall speed can be modified.

it can't take damage but it will die when it hits the floor. and pretty sure it would have life but not sure about that.

Yup, that as well. But it wont summon zombie to fight for you, it doesnt have HP etc.As soon Zombie touches the ground, it dies.

You don't know that. We haven't gotten ahold of the skill yet.
Remember - it's a modified version of Raise Zombie. Transfigured gem, not "brand new skill." I would find it quite probable it does summon a minion which falls and explodes, and likely-but-not-guaranteed it borrows from Corpse Explosion and deals damage relative to the summoned minion's life, affected by minion damage modifiers.
What's of keen interest to me is whether the raised minion counts as a zombie for the purpose of Mon'Tregul's Grasp, and if the kersplatoboom counts as a hit from the zombie for the purposes of triggering Mon'tregul's Grasp's sizeable damage bonuses and enemy explosion chance. The "fifty percent less zombies" drawback on Mon'Tregul's grasp means nothing if you're just dropping orbital zombombs that aren't intended to persist anyways. Could be an amusing budget build, provided Raise Zombie of Falling doesn't cost ten gorrillion divines because of Streamer Memes.

The way it is worded on the gem, i'd say that a full life zombie drops from the sky and makes a "regular attack" (as far as dmg and gemtags are concerned) wich takes the form of a ground targeted AOE. It kills the zombie on impact, triggering any on death effect that would apply. But that is not, in itself, a corpse explosion.
Since it's the zombie's attack, modifiers to spell damage wouldn't apply but we could probably change some parts of the behaviour. Like unleash or spell cascade. Should be unaffected by projectile modifiers, but maybe Minion speed does something?

It almost assuredly does have HP. It might not be able to get hit (I don't even this is true, you can hit leaping goats mid air afterall). Though obviously their HP won't be useful as a tanking or stalling tool, since they're lifespan is only a second or so anyway.
According to the stream at least, instability should be in full effect, and the intended design appears to be a way to turn zombies into missiles, easily applying whatever on death effects you want to collect for them.

This is less clear, Mon'tregul normally modifies their normal attack, feels much more a 'coin flip' if it works the way you want it to work. Hopefully it does, because that sounds awesome. Thinking about it, I bet the zombie fall is just their Slam attack with a bonus, that'd be the simpist way to code the ability in my head at least. I'd bet on it working over it not (but still, don't think its a sure thing).
