Wilma's Requital doesn't add cast speed from passive

So, there's two minor passives: first is [4% increased attack speed] and second is [4% inc attack and cast speed]. With "Wilma's Requital" second example should give twice more attack speed, but it didn't happen. Result is the same

First

Second

[4% inc attack and cast speed] is one mod and cannot be used twice.

Ok, but "Wilma's Requital" have "Increases and Reductions to Cast Speed apply to Attack Speed". Which should "apply cast speed to attack speed" regardless one mod or not.

Your answer is solid and simple but it's just doesn't make sense

It just like omiscience......+ # to all Attribute convert to +# omiscience, not 3# omiscience.

It make sense that "#% increase cast speed" and "#% increase attack and cast speed" are two different stat and the unique item only convert the former not the latter at all

With "4% increased Attack and Cast Speed", the increase applies to both Attack Speed and Cast Speed. Since it already applies to Attack Speed, Wilma's Requital doesn't have any change to make.
Thanks you all for trying to explain it to me. I can see your point, I really do

I just visit poewiki to see when this helmet was introduces(3.20) and saw that it's actually a very known thing

Modifiers that increase "attack and cast speed" in a single line typically do not double dip, and will only apply once.

So, now my question is - can it be a mistake? Like it meant to work twice, but devs forgot to adjust those skills to new unique?

No, a modifier can't apply twice to the same value. This is consistent throughout the game.
Let's try another approach to this issue.

That helmet was likely made for Templar. Ancestral Bond is Templar's keystone for example. Those skills on second screenshot are Templar start skills.

So, that's why I'm confused how can those skills isn't applicable with that helmet.

Maybe then those skill should be in 2 separate lines for attack speed and cast speed?

They design that way

You can view the numeric value of the stat, they are designed as one "line"
