Enhance the Spectre mob pool with Phantasmal Desecrate

Spectres are kinda in a weird place at the moment where everyone just looks to the new season in hope that there would be another new mob type that can be effectively used for a viable Spectre build.

It would be much better though if some of the past mob types from e.g. Crucible would be added to the mob pool of Phantasmal Desecrate, which allows the player to spawn "forgotten" monsters like the Flickershade.

I think the minion playerbase would rejoice for having more viable endgame builds available and be eternally grateful. :)
