Witchfire Brew's level 21 Despair aura doesn't appear to have level 21 values

Level 21 Despair should apply -30% to chaos resistance. Witchfire Brew's 21 Despair curse aura appears to apply -25% instead.

Testing:

Cursing first phase Maven in Maven's Writ. Her chaos resistance is 30%, as datamined and confirmed with level 20 Despair (-30%) and Level 12 Despair with 25% increased effect (-24x1.25=-30%). Both remove her chaos resistance icon without giving her a weakness icon.

After using Witchfire Brew with 0% increased curse effect, the Maven remains resistant to chaos. This is still true at 15% increased curse effect.

At 20% increased curse effect, the Maven loses her chaos resistance icon, presumably applying -25x1.2=-30% to chaos resistance.

At 25% increased curse effect, the Maven gains a chaos weakness icon, presumably reaching -1%.

Witchfire Brew's aura doesn't apply -30% in PvP either.

Ya sure it's not 22.5% reduced resistance? Blasphemy is 25% less curse effect and the flask appears to apply a level 1 blasphemy to a level 21 despair which is why the aoe is so tiny. I'd suggest from the flask effect it should be at least a level 21 blasphemy so the radius wasn't a joke but it is what it is...
