Rippy lagspikes

Hello Exiles!
I always had lag spikes in poe. The last one killed me in blast from the past when i was almost lvl 95 (sigh!) and i decided to investigate.

I have a 20ms ping to my Milan Server, here is the WinMtr.
Do you see something wrong?

I think I have a route problem. This is the same destination ping but while connected to a VPN.
The ping is higher (tought I can connect to poe amsterdam server, still 20ms higher) but I have no packet losses and playing poe seems smother.

Any clue how I can improve my connection without using vpn? Calling my provider? Or...?

(think leaving your home to go to the shops your main route that you always take has road works and it will take 30 minutes to get there, or you could take the "longer" route that is has no works on it, it just may take a few minutes more than your trip would normally.)

I didn't remove any lines and if I repeat the test I get the same results, ~15% lost on first hop (the router) using direct connection, 0% if I use the VPN.
I don't know how to interpret those results.

By intuition I would think what you wrote, vpn should change the routing after 3 hops but in reality it looks like it interfer with the first router node.

How is it possible? I lack the skills to decifrate those results, please help! :)

EDIT: It looks like the packets loss propagates to the root but again, I have little network knowledge to understand those results
