I assume he means Paranoid Fixation exactly as he ment, you know, the one that gives you a chance to find delierium Orbs.

As to the question at hand, I'm not 100% sure, it should apply to any Delirious Unique Monster (Map Boss and uniques spawned from the fog itself, like Omniphobia), as long as you opened the map (i.e no Kirac missions).

It shouldn't matter if the Mirror was there or not. But that's just a careful reading, I have no testing data to say in either direction if it works the way its written.

One thing to note is Paranoid Fixation is only giving Unique Monsters the bonus, to which there are only going to be one or two of in a given map. The "Delirious Unique" I take to mean either a Delirium Boss, or a Map Boss which has gained a Delirium Modifier. So assuming you find one Delirium Boss, each map you'd have two shots at a 1% to get 1 Orb from the passive. So you're only expecting one every 50 Maps or so, which doesn't feel like you'll notice it often in terms of finding orbs. The 25% Bonus to get orbs as rewards leading up to it seem fine for that end.
