You can see T4 in white maps. I've done it myself this league. But you definitely want to take the atlas wheel that gives higher chance for T4. Because even with that, it's very rare.

I've definitely now had another occasion of having at least 5 t3 creatures in my patch and having them drop zero lifeforce. Could that be a bug?

"I dont think I have ever seen a T3 not drop lifeforce. So are you sure they were T3? And with "5" you mean the actual number or the number on the description table? No wonder it's lost, it's in the middle of the jungle!
