CI + #% chaos does not bypass energy shield

What is the interaction here? CI makes you immune to chaos damage so why does some build pick the passive "30% chaos damage does NOT bypass energy shield?" It shouldn't matter at all since if it hits your health or ES you are immune no matter what?
Also i see builds using passives like "increased critical strike chance against shocked targets" and they have either resolute technique or precise technique both rendering your chance go crit as 0% if i understand correctly? They probably use Timeless Jewels or Journey Tattoo of Makanui which replace keystones.

First one sounds like timeless jewels or keystone swap as mentioned above, second one is because shocks can be inflicted by straight shock chance not just crit so you can shock targets even with RT or precise technique.
