DC in quest heist bugs the instance

Contract: The Negotiation
-Negotiate with the Client

Disconnected during the dialogue.
Does not say failed, still says "Negotiate with the Client".
Vic Vox isn't talking, clicking him does nothing, Kurai is in the room.
Have tried leaving and returning to the instance multiple times (going out and back in the portal from rogue's harbor).
AFK'd next to him for some time (even right now).

Can't seem to resume the conversation and progress the quest.

Similar to disconnecting and losing the Heist quest item. The only option I had was leaving and getting the quest contract to drop again.
