Instant Leech Query - New 10% Mastery vs other instant sources

Hi,

When it comes to instant leech, can someone help me understand how the 10% instant leech mastery works?

Is it:
- up to 10% of your max life per any instance of leech
then
- 10% of 10% max life, would result in 1% of max life leeched instantly using this mastery, and the other 9% recovered at the normal rate.

Bloodseeker, Legacy vinktars and acuity are 10% of max life per hit. Though I've read people in-game saying these are not as useful anymore because of this mastery. If that's the case then that's great for everyone involved, though I'm almost certain they're still 10x better in terms of just how much life is leeched per hit, instantly.

PoB is telling me that it would give 10% of max life instantly, and an additional 9% gradually.

It almost seems like a silly question, though with the complexity in some of PoE's mechanics, and as an avid theory crafter, I'm hoping for closure on this. I Also don't think GGG would just give us legacy leech for 5-6 passives.
