If you're asking about displayed DPS on the character sheet, that does take your estimated chance to hit into account.
Of course, if you're using Resolute Technique, your accuracy rating won't actually matter. If you're asking about the DPS listed for the weapons on the website, they do not take accuracy rating into account, since they only list nonmagical weapons (which, aside from slashing swords, have identical accuracy).
