Balefire Opal Sceptre mtx not working

Not sure if this is the right forum.
I've been using the Balefire Opal Sceptre recently; and logging in today, the mtx is not applied to the skill anymore.
I've tried un-equipping the weapon as well as using the skill via normal skill gem. So far I can't get it to re-apply.
Was this affected by one of the hotfix patches? I didn't see anything in the patch notes but I could have missed it.

I have the same issue even now
