Feedback on Immutable Dogma keystone

After trying this keystone for a decent stack of maps, I'm left a bit disappointed because this could have been a great addition but in its current state, seems rather worthless. Let me explain.

I get what this is going for--you trade the possibility of rerolling for bigger hits in the one window you do get. The rarity of the big hits aside, the main problem with the keystone in actual practice is that in the vast majority of maps, you just don't have anything to spend the extra tribute on. I'm frequently leaving a map with over 10k tribute left and literally nothing to spend it on because the most expensive hit I got cost less than 2k.

Now, I'm not advocating for divines/mirrors more often or anything like that. I'm not looking to unbalance the game. But I think we can solve the issue one of two ways:

1) If we're going to get lower value things, make the stacks bigger. So instead of 1 shrieking essence, maybe it's a stack of 4 and priced accordingly. This way, even the maps with only lower value hits allow me to spend the bulk of my extra tribute.

2) Have more stacks that are "valuable" stacks. So if a window is supposed to have the top 2 slots as high value (whatever that value ends up rolling), maybe make it 3-4 slots of such value instead.

Basically, give us a way to spend this extra tribute on a consistent basis.

Keystones should absolutely maintain their "upside and a downside" for balance, don't change that. But in the current state, Immutable Dogma is basically all downside (you can't reroll) and no upside (because you can't spend the extra tribute you get, which is the current upside). And having tons of maps where you basically get nothing of value with no way to spend the excess tribute (your only upside to the keystone) is not a good way to get players to engage with the mechanic.
