Bound Fate Unique belt literally does not work

I'm confused. Is this belt bugged? I put it on (while sitting in my hideout), and don't see any rotating buffs/debuffs or any numbers changing anywhere. I sat for a few minutes staring at "Main Hand Critical Strike Chance" and it never changed, nor did my skill tooltips, and I don't see any relevant icons at the top of the screen. There doesn't appear to be any visual indication anywhere whatsoever that this belt is actually doing anything. Is this intended?
