i used Journey Tattoo of Makanui on second sight keystone maybe 7-8 times and it dident change. am i just unlycky, if so the odds for it is insanely high rigth? is it bugged? or am i dumb and it dont work on that keystone?

Jewels are applied after the tattoo's effect, otherwise Warrior's Tale would not work, for instance.
Timeless Jewels convert keystones in their radius to a Keystone based on the jewel. Second Sight is a keystone from the Nasima variant of a Brutal Restraint jewel.
