Might of the Meek and Honoured Tattoo of the Hatungo

Does the Might of the Meek's 50% increased effect of non-keystone passive skills in radius not work with the honoured tattoo of the hatungo? Or is it because it is 1% it rounds down and does not keep 1.5%. I see it working with tattoo of the tawhoa shaman, it went from 2% to 3%. If i had 8 nodes of honoured tattoo of the hatungo that would be 8% and shouldn't i get 4% from Might of the Meek?

there is no half percents of reservation efficiency, so yes its rounding down to 1.

Is that due to technical reason? Just seems weird that because it doesn't use decimal values when there are others that do. It seems inconsistent. If warrior's tale give 100% more so its a whole number so there for its validated? Just seems like it is not working as intended or its inconsistent with game mechanics.
