Vendor recipe for level 1 gem

Unfortunately I cannot provide a video for the occurence because my shadowplay instant replay was turned off.

I bought lvl 17 20% quality divergent shockwave totem off trade. Went to a vendor to reset it to level 1 so I can start using it immediately at lvl 28. Slotted items into vendors inventory, vendor's offer stated level 1 20% quality divergent shockwave totem, but what I actually received was 1 gemcutter's prism, and a scroll fragment.

Could you look into this? If this was an acutal bug, is there a chance to retrieve my lost skill gem? Did I somehow manage to mess up my recipe?

Edit: Figured out what happened, gem was already level 1, I somehow managed to misread the level and screwed myself out of 5 divines. No idea where I was looking, I was sure I saw a gem in vendor's offer. Oh well, another lesson in PoE.

you need a lv20/q0 gem in order to turn into to lv1/q20 gem


of course a level 17/q20 gem will only sell for 1 gcp

There's actually a recipe where you can reset any higher level non-corrupted gem (regardless of quality) back to level 1, while keeping same quality (not talking about 20/1 to 1/20 flipping). You just trade the skill gem + orb of regret. However, what I did without realizing was trade lvl 1 gem with an orb of regret, which resulted in gcp and scroll fragment as a result.
