With the new Timeless Conflict Keystone, sometimes it is impossible to produce a Scism

I just ran a Channel Map (The Aqueduct layout) where there is very little space for a Legion Encounter to place monsters.

In my case there were so few monsters (and no Rare or Unique ones) that I could only fill the Scism track to about a third after breaking all of them and it was impossible to produce a Scism.

I don't know if that possibility is intended, but it sure would be nice to always be able to complete the Legion Encounter.
