Dynamic Resolution doesn't work on DirectX12 Renderer

I need it because I only have a gtx 970 to play with not the best but what can't upgrade atm :D

But I see some people can still have it working in DX12 so it's maybe a card issue I guess or something with my game

the dynamic resolution would not active if you never dropping the fps below 60 (or anything you set in the target frame rate)
