"Action speed cannot be modified below based value" Mod

This mod should be counted as "build disabling" same as cannot leech/regenerate; reflect and other mods that disable certain builds.

Im cool with the fact that almost no build can run any mod and Im fine with it in content like maps where I can work/roll around it. But GGG wisely removed the build disabling mods in content where you can hardly influence the rolled mods like Delve/Simulacrum.

Besides other effect this mods disables almost completely the cold dmg affinity aspect of builds. This would be equivalent to a "cannot inflict burn/poison/bleed". This again would mean that a char/player that usually could confidently clear Simulacrum 30 could be locked out at any point by a simple dice roll we cannot affect.

That is not entirely true....the mod would deny the action speed effect of the chill, but not the chill itself. It is NOT the same as "Cannot be x/y/z" because you can still play off of chill effect bonuses.

Similar to how "unaffected by <ailment>" and "immune to <ailment>" are two completely different mods.

ANY mod you run into in maps bricks a certain build. Literally any of them. And what is this build-disabling "list" you are talking about? It is up to YOU as the player to know what disables your build, NOT the game. Mods in Simulacrum brick NO build...they are almost all just straight up damage multiplier mods rather than brick mods. Not being able to modify action speed doesn't brick a single build: it just makes the encounter harder.
