I don't think this is due to multi-threading, I think it is a problem with shaders, the aforementioned possible workarounds don't solve anything.
There is multiple issues is different for everyone other people have problem with shaders and texture not loading correctly or causing some performance problem, and this multithreading bug is related to the CPU latency (Red bar) spikes to no ends even on title screen.

Everything looks smooth, besides the Shader bar I tried a lot, but nothing really worked I've already seen most forum posts about crashing or performance issues going back to the 4th of August where fewer people seemed to have problems where the game just randomly crashed, but performance issues are quite common since the last month.
I think it has to do with them being default-stored incorrectly on many GPUs/CPUs's from what I gathered this far it's mostly between mid-high end having the shader problems, When requesting possible solutions people usually come back to the Oh just delete shaders, or switch to Vulkan which don't solve anything as the shaders just recompile, and the random crashes/freezes continue.

Now seriously, some people need to understand that they do more harm than good with their advice.
I think to say this does more harm than good is an understatement, this not only does more harm because it makes it seem like there is a semi-solution to a real problem that doesn't exist.
It also comes with the additional problem of GGG staff possibly looking at it, and then doing less to actually resolve the problems, which is not something I know for certain, but it does seem that way from the player's POV.
When you are looking for actual solutions another thing to try certainly isn't bad, but when it comes to something like this where you make everything worse instead of solving anything the intent becomes irrelevant since not only is this a non-solution, this is a bad thing to do either way.
If there is a default problem with the CPU or GPU it might be helpful
(but that is not the case) for everyone with these problems, other CPU or GPU-intensive games run smoothly, and there were no such problems during the Crucible league.
I would like to state that this is the solution for my high cpu ms, untill GGG can sort out their problems.
Just because it did not help you or other does not mean its fake. I only wanted to share my findings and get a bigger sample size of different systems to gain more understanding about this change and its resulting behavior, and maybe it could potentialy help others.
I would also like to state that this will not harm anyones computer in any way, is a temporary change untill poe is closed, and can easily be changed back.
I understand the frustration, anger, and anxiety, people are having about not being able to play poe how they used to. Its good to hear other opinions that dont align with my own.

Theirs 100% something weird happening with shaders and it might have something to do with lightning too.
Over the last week I have observed the following things:
- The higher the global illumination setting = the more crashes
- Every other setting or trick doesnt seem to do anything.
- Delve (for me) crashes more often than any other part of the game.
- The campaign doesnt crash as much as most other parts of the game (less shaders active at the same time?)
- It often happens when stuff drops (I deactivated sounds directly in the config files so it isnt caused by loot filter sounds).
- I can reliable crash my game by doing some beyond delve nodes, not all of them but some of them will reliably crash my game without any error message.
- before the last performance patch (the B one) I crashed less when I played a youtube video at the same time, now after the patch it doesnt seem to make a difference anymore.

The multithreading bug is lingering for YEARS already, GGG is unable to resolve this problem. It only getting worse with time.
I'm sure this bug will be transferred into PoE 2.
So don't wait they fix it, use some solution available.
For me, the one with power plans and CPU C-States (where you load your PC 100%) worked.
