Not getting any offhand/shield stats or modifiers

My level 32 Witch seems broken. Offhand/shield attributes are not being applied at all. I tried unequipping everything, and the only affect of adding a shield/offhand is Movement Speed Modifier (-3%). Tried multiple different offhands/shields.

Offhand/shield gems still work, and I created a new Witch to make sure I wasn't missing something, but offhand stats seem to work fine on the new character. Is my level 32 character just totally busted or am I missing something?
