Loyalty Tattoo of Tawhanuku Bugged - Does Not Activate With Eternal Youth Allocated

I was interested in trying this interaction out in an Archmage + Sacrifice build, only to find that the loyalty tattoo cannot proc with the keystone allocated. Tested this against melee bosses using Vaal Discipline to start Recharge while being as close as possible. I find this odd because Eternal Youth interacts with so many other modifiers involving Energy Shield Recharge such as Wicked Ward. A fix would be much appreciated!
