Guardian Blessing and Level Downscaling

In the case of using Guardian Blessing in parties that have Level Downscaling active, it seems the degen from the gem is not proportionally scaled down, or at least not at the same ratio that regen is.

I play with many auras and use the new Guardian (reworked) ascendancy notable on Scion to keep my Animated Guardian alive. I almost lost an expensive AG just by switching areas into an area where I was downscaled due to my party, and my AG was degening faster than the downscaled regen.

It doesn't make sense to me that power would be downscaled, but the downside from gems wouldn't also be downscaled proportionally.

Is this an intended interaction?

Depeding on how downscaling works (the specifics are still unknwon I think) it seems like it applies a "increased damage taken" debuff on the higher level players and their minions. If that's the case, the degen might be affected by that "increased dmg taken" modifier resulting in a higher than intended degen.
