Map Completion, not getting Kirac Missions

I have all the nodes allocated to receive Kirac missions on map completion (+10% total chance), in my last 20 maps, haven't gotten any Kirac missions. Either the atlas passives are bugged, or there is an issue with how completion works.

After some more testing, I was able to get kirac missions to be awarded, but only after the atlas completion of the map. I believe the bug is .. kirac map mission are being awarded based on atlas completion and not map completion.

Forget it, I did some more testing and it seems I am able to get kirac missions from maps I already ran.
