Unable to send messages to other players (Not muted)

My messages sent from my shadow character are unable to be read by anyone. Everyone in my guild/friend whispers are unable to see the messages I send them but I am still able to see the chat messages from other people I receive.

I also made a new character who was able to chat normally. If I was muted, it would be account wide right?

Edit: I am not on SSF
