I'm afraid this is not information we're able to speculate on unfortunately. If you add any microtransactions you're interested in to your Watchlist on the Path of Exile shop page, you will be sent an email if this microtransaction goes on sale in the future. I hope this information helps!

Will is right but to further answer the question:
It tends to be once every 3 or 4 weeks. It also ends up usually being 2 weeks into the new league. Just keep in mind that Exilecon and the later start to this league than usual may throw the cycle off a bit.
