New Support Gem: Channeling Burst

tl;dr a support gem that turns channels into casted skills

Support gem that would transform channeling skills into a casted skill with a cast time based off of activation frequency and damage based off of whatever X seconds of channeling would be. Have it work on spell skills specifically :) Then you can do funky stuff like scorching ray CoC/traps/triggers, or any other channeling skill. Base the active damage and AoE and etc off of the skill being casted with max stages, if the channeling skill uses stages (eg. blight). Impose a hefty damage reduction. Maybe have a way to scale it by scaling cast/action speed (load more "seconds of channeling" into 1 cast)
