"The seventh gate" Keystone mechanic?

Could some one clarify how The seventh gate keystone is working?
A) Is it just for the earlier access of this league Kirac mods? B) Is it provides all possible Kirac mods, even if they out of the rotation? If B is true, what would be cost? The wording suggests that B is the case.
The cost varies and gets rebalanced every patch but you can get a general idea by looking at the patchnotes from the last 2-4 leagues. Legacy mods are not included since most of them do not exist anymore or got added as a special modifier like the buffed harbinger one. |

I hope that is the case. There's still time until league start, maybe one of the devs will respond before then.
