[Ruthless] Shaper of Storms nerf makes no sense

My Lightning Conduit Elementalist got straight-up deleted with these changes. The entire point of Shaper of Storms is to provide an alternate way to apply and scale shocks that isn't dependent on damage. To apply 65% shocks, players need 247% increased shock effect--doable with heavy investment on the passive tree, likely requiring the player to anoint Ash, Frost, and Storm, given its distance from other sources of Shock Effect. Crucible mods offer up to 80% shock effect, giving a useful way to save some of that investment.

Now, with the changes, it takes 550% increased shock effect to apply 65% shocks, which might literally be impossible to get. When the patch goes live, my character will apply 35% shocks instead of 65%, a massive damage loss with no way to compensate. The loss of 100% shock chance from the node also makes it pretty much useless during the leveling process. It's no longer clear what the use case of this notable even is. The only thing I can think of is that it might be okay for a crit based non-lightning build to gain access to shocks for extra damage. But lightning based builds that are not Lightning Conduit or Galvanic Field get zero benefit from it, as applying a 10% shock via damage is quite easy, so it's a lightning themed node that does nothing for actual lightning builds, and way too little for LC/GF. It needs to retain its 25% more lightning ailment effect multiplier in order to retain its mechanical and thematic usefulness.

The Golem changes also make no sense. Using 4 or 5 gem sockets on golems is already a massive tradeoff. Reducing the buff effect and making them die to elemental damage just further cripples Elementalist survivability which was already poor.

I admit that some Ascendancies weren't hit that hard, but it's incredibly demoralizing. I have over 1200 hours in Ruthless--around 500 in Sanctum and 700 in Crucible--but these changes are making it very likely I return to non-Ruthless. It's a shame because I've enjoyed Ruthless, but it needs actual improvements that will make endgame less of a monotonous and boring slog that only people like me were willing to put up with. I expected that in exchange for the 7th and 8th ascendancy points we would get slight numerical reductions that would overall be largely neutral or slightly positive overall for player power, which was already in a pretty good place relative to the Ruthless philosophy. Instead we got significant and completely unnecessary nerfs.
