Performance issues after latest patch

Since the latest patch, I am having random latency issues, as well as inconsistent FPS :

It happens to instances. In campaign this can be mitigated by just creating a new instance, but not in maps (map will be forfeit). My latency is usually 30-40ms (I am in Europe and tested various servers - Amsterdam, Frankfurt, London). In HO/town - rock solid 30-something ms. When I go in the bugged instance - 120ms. FPS highly inconsistent. It doesn't happen when certain skills are used, I can just sit idle and it can happen. Doesn't seem to be related to a mechanic in the game (like Syndicate).

Computer specs: CPU, GPU, RAM.
CPU : AMD Ryzen 5 5600X 6-core 3.70GHz
GPU : AMD Radeon RX 5500XT 8GB GDDR6
RAM : 32GB


Game Settings: Renderer, Triple Buffering, Multithreading, etc. And if changing any of these helps.

Triple Buffering - currently Disabled, but issues were happening on Enabled too
Multithreading - Enabled, haven't tried Disabled
Renderer - Currently Vulkan (have been using it for quite a while). Tried DX11 and DX12 - no positive difference, DX12 was actually worse off.
VSync - Currently on Fast. Happens on ALL options - tried them all.
Mode - Windowed (have been playing like that for years)
Resolution - 1920x1017

I am going to upload a video and send it. While waiting - I ran another map - no issues - solid 36ms latency and solid 60FPS. As mentioned - this is at least for me - instance related.

I have just booted the game after a long time and have CPU issues as well.
CPU: AMD FX-6300 (old but it was running the game fine)
This happens in Epilogue and my more loaded hideouts but only at the areas where a lot of "stuff" is around, like decorations, for example.
Currently I might be sitting at 22 CPU ms in one second but as soon as one more item enters the screen it shoots up to 200+ ms. This can also happen with buffs, for example, if I find the "edge of the lag zone" in my hideout and I have heartstopper from Trickster periodically triggering every 4 seconds, I will have lag for 4 seconds then 4 seconds of no lag.
There seems to be a threshold before which game is running fine but once crossed it becomes unplayable.
None of the Graphics settings like vsync and multithreading seem to matter, most are set for best performance anyway.

Edit: okay found the problem, one of my ram sticks was dusty and I had 4GB/8GB useable... it probably got dusty when I blew the dust off the case last weekend... I guess the CPU had to compensate for the low RAM.
