Heist 30% quality weapon bench divined my triple legacy weapon?

So I put a legacy scepter on the heist bench to give it 30% quality and it succeeded. Only thing is it divined my weapon that was like triple legacy as it did it, so it left me with a 30% quality piece of garbage. Is this normal?

This is it after it got massacred. I dont know if there is a way to look at a log or something of how it was before. The "gain" affixes were much higher, 20s, 30s.

It was in the heist safehouse room where you get all the rewards and a bench says put an item in to get it to 30 quality.
It definitely Divined it because I made sure to pick the best scepter I could find for it... RIP |
