I found one this league and got a feather so yes. It's the only time I ever did.

I have found several albino rhoa feathers in the past.
Long ago they were found quite often in the Rhoa nests in act1 after the island thing (medicine chest). They probably still are found there, just not as often. There are also a divine card for a albino rhoa feather. And probably also are found in the map with Rhoa boss, in the nests.
