CPU spikes after idling in HO. Dynamic resolution not working. CPU heat spikes on loadings.

After staying in HO for 1 hour+ FPS starts to jump from 30 to 170.
Easily fixed by joining any area in acts.
I reinstaled my windows 1 month ago and I changed my 1060 to 6950XT. Previos windows was running for 2 years since I bought whole PC.
In the time of 2 years I did many tweaks/optimization to my windows/game. And now after reinstalling maybe I am missing something.

Also got a CPU heat spikes on first loadings. I've got same problem back in spring 2021 when I bought this pc, and then it was fixed by undervolting CPU to -30 on all cores in BIOS. Now I am getting up to 78 degres on first loading to town after lauching the game(sometimes for whatever reason everything is normal) and it's drops immediately to below 60 after it's loaded. Before reinstalling it was never went above 65. I tried stock CPU settings the difference was few degrees in stress tests and temps was same on PoE first loadings.
I tried to disable C-stated in BIOS, temps is same(I didn't deep dive into this and I am not sure if disabling it in BIOS is enough, right now, when idling, C0 is at 20% and C1 is at 80&). And I tried different power plans with no effect.

Previously I was runnig my game on DX11 now it's Vulkan.
On 1060 my settings was: Full HD and everything on lowest possible and 60fps lock.
On 6950 I tried many settings: FullHD/QuadHD, high/low setting, DX11, 12, Vulkan and 170fps lock. Vulkan seems like the best option for this GPU. ON DX 11 there is random spikes even when I was testing in aqueducts. DX12 is more stable, but still it was getting fps drops from 170 to 110. On Vulkan I can run aqueducts with straight 170fps line.

I tried to disable SAM(smart access memory) and seems like disabling it helps with fps stability a little bit. But in other games it give some fps benefits.

100% deli maps was tested on hh tornado shot build. On first entrance of the map I am getting same CPU heat spike as my first game load. After it's loaded up I am at stable 170 fps. Problem with dynamic resolution begins when in intense situations with breach/legion/blight FPS drops sometimes to 15. Image stays clear and sharp. It feels like on a previous GPU perfomance was better. Because it was bluring everything as much as possible to get 60fps.
I can't remember if it was a problem on 1060. Maybe I did fixed this somehow.

Also did 5way test on quadHD high textues and everything else low. And it was very bad. CPU choking to <5 fps. CPU delay on ingame graph was 200ms+. It was never that bad in 2 yeras of playing on this PC. In 5way it was like 20fps+ and when I was opening skill tree I was able to get stable 50+fps, now when I am opening the tree FPS is the at same low. I doubt that 2k resolution has that much impact. But I will try to test this with same settings as I was running on my old GPU.

MB: GIGABYTE B550 AORUS ELITE V2 (updated to newest bios after reinstalling win, maybe that caused some CPU problems)
